where there's a will, there's a way. If something is prohibited or limited, people will always find a way to get around it. When I was in 9th grade, we were issued laptops as a pilot group. Administrators seemed to put up a new firewall every couple of weeks when they found out what types of things were were using it for (xanga.com, chatting online, computer games, etc). No matter how many restrictions came up, students always figured out a new way, and almost saw it as a competition against the system to see how much they could get away with. Same thing in the case of drinking on campus. Putting up restrictions almost makes students want to drink more just to spite their supervisors.
